How digital are Turkey’s businesses, really?

We measured every company in Turkey listed in open map data, 1,786,700 of them, and then crawled every website they claim to have. Only 23.2% turned out to have one that answers.

What the numbers say

A website on paper is not a website in practice

Open map data credits 684,496 Turkish businesses with a website, which reads as 38.3% of the country. We requested every one of those addresses. 413,777 answered. The rest time out, refuse the connection, or park on an expired domain. The honest national figure is 23.2%: roughly one business in four can be reached on the web at all.

Facebook is where businesses are registered, Instagram is where they are not

95.3% of listed businesses carry a Facebook reference, against 13.0% for Instagram, 6.9% for X, 6.3% for YouTube, 4.3% for LinkedIn and 0.78% for TikTok. That gap is an artefact of how the underlying place data was assembled rather than a picture of where customers are. That is exactly why the Instagram figure had to be rebuilt from company websites rather than trusted as it came.

The gap between provinces is a factor of 2.5

Istanbul leads at 53.7% of businesses with a website on record, followed by Ankara at 47.7%. At the other end, Giresun sits at 21.6% and Osmaniye at 22.2%. Both ends of that range should be read against the national 23.2% working-site figure: outside the three largest cities, a reachable company website is the exception, not the norm.

Half a million businesses are reachable only by phone

542,323 businesses have no website at all but do publish a phone number. For anyone selling to Turkish SMEs, that is the actual addressable surface, and it is a messaging problem, not a web problem.

Method

  1. The base layer is the Overture Maps Foundation places dataset, released under CDLA-Permissive-2.0, filtered to Turkey: 1,786,700 records.
  2. Province and district are assigned geographically, from each record’s coordinates against official boundaries. Overture’s own address region field is null on roughly 92% of Turkish records, so using it would have thrown away most of the country.
  3. Every business with a website field was requested once. A record counts as reachable when the site returned a response; timeouts, refused connections and DNS failures count as unreachable.
  4. Social profiles were read from the markup of those pages. This is why the Instagram number is a floor rather than a census: a business with an Instagram account and no website cannot be counted at all.
  5. Figures were measured on 1 September 2026 and are a snapshot, not a time series.

What this does not measure

This is a map of businesses that are discoverable online, so it undercounts the informal economy and anything that never got listed. It also cannot see a business that runs entirely on Instagram or WhatsApp with no website, which is a common pattern in Turkish retail and food service. Read the website figures as a ceiling on web presence and the social figures as a floor.

Questions about the data

1,786,700 businesses across all 81 provinces of Turkey, drawn from the Overture Maps Foundation places dataset and filtered to Turkish records.
38.3% have a website on record (684,496 businesses), but only 23.2% have one that actually responds. We requested every listed address: 413,777 answered and 270,719 did not.
Because the two numbers were produced differently. Facebook references come with the underlying map data, which was assembled at a time when Facebook pages were the default business listing. The Instagram figure was rebuilt by reading company websites, so it only counts businesses that both have a working site and link their account from it. Treat 13.0% as a floor.
Istanbul, where 53.7% of businesses have a website on record, ahead of Ankara at 47.7% and Eskisehir at 40.7%. The lowest among provinces with at least 5,000 businesses is Giresun at 21.6%.
